If we have a binary split in official world records, how do you propose we normalise the population of candidates into it? I do recreational sport for pleasure

If we have a binary split in official world records, how do you propose we normalise the population of candidates into it? I do recreational sport for pleasure, I have no part to play in competitive sport, and I cannot speak to how it operates and how participants feel about this. I just observe a long standing societal binary split for record keeping exists. Maybe it's time has passed? What will fastest/strongest mean any more? "Masters" records have complex bands as do paralymics. Even these categorised systems have problems at national representative level.
