  No, antisemitism is historically based on shifting blame and scapegoating. That's why the nazis were blaming Jews of genocide ("Germany must perish") while they were working on their destruction. That's why an organization that used death squads to mass-execute civilians in entire towns (as was done by the Einsatzgruppen) gets to blame the side that bombs military targets (exactly the tactic used against nazis) with genocide
