I have two close friends who used to work at the EPA, and they used to vent to me during his first administration that most of them were kept from making any meaningful progress on anything, so most career people felt like they had to leave the group to continue pushing for change from elsewhere. I have no context on how things went during the Biden years for the agency, but it sounded to me like maybe it never recovered.
