If this is not a statcounter anomaly, the explanation seems obvious: more people are dropping windows in general (both 10 and 11), mostly in favor of phones and tablets (as has been a trend for years now), or in the niche cases, linux. Meanwhile 10 stays strong thanks to all the offices and old machines that won't be upgrading for a while.
