I'm surprised no one has mentioned it yet, but it's my understanding that NaCl whitelists native instructions, whereas ActiveX is pure native that didn't run through any security hoops. Implication: NaCl is supposedly more secure.

The technical merits are not really relevant to how bad the idea is. NaCl is technically superior but the entire idea is just bad.
