The mechanism is that society/state is structured in a way to allow them to extract ever more money from regular people, with their social/financial/medical security and general govt services like education deteriorating further and further, creating more desperate, disillusioned, disenfranchised people, some of which steal copper. Properly tax rich people (again), make politicians act in good faith again, actually care for regular people, and things will improve.
