The purpose is to have a paramilitary operation directly lead by the Oval Office without buffers - remaining in power extralegally and without elections whether they are held or not. When you need to arrest and harass anyone without a warrant, the easiest thing to do is claim they are non-citizens. Countless citizens have been arrested under this pretext already. And to be able to extract wealth extralegally.
