The reason people want to avoid ICE is the same reason you have a smoke detector: Even if you do everything right, a fire can still happen and when it does you're happy you had it. The US constitution guarantees certain rights to any person on their soil, without them having to be citizens. These rights are currently being violated with approval of at least two branches of government.
