Mostly highly developed places now try to reduce the amount of "free bags" given when shopping. This includes many high-end department stores and grocery stores. I don't think the author realises how much it would cost to have a native-level English speaker available at a call center. Wages are probably 20 USD per hour (unless you use Philippines or India, but I am sure the author would object).
