In this scenario Copilot is performing RAG, so the auditing occurs when Copilot returns hits from the vector search engine its connected to - it seems there was a bug where it would only audit when Copilot referenced the hits in its result. The correct thing to do would be to have the vector search engine do the auditing (it probably already does, it just isn't exposed via Copilot) because it sounds like Copilot is deciding if/when to audit things that it does...
