I would feel a bit more charitable if Elon explicitly condemned the Nazis and Nazi-adjacent ideologies. He seems to be having a lot of Nazi-related incidents, and to the best of my knowledge he hasn't explicitly condemned the ideology. He could frame it as "that wasn't a Nazi salute, but I condemn the Nazis and think they're a bunch of losers". How many Nazi-related incidents should it take to merit giving a direct clarification of beliefs?
