While I agree with you, I think you have to approach these 29 things as a helping hand for when you're deciding to use those limited resources. After all, a solid UX from the start will make it far easier to build and find success than having to re-invent the wheel (your product) later on in the cycle just to save some time and money at the start. My personal opinion, of course.
