Prototype in Python with PLY (https://github.com/dabeaz/ply https://github.com/dabeaz/ply) or you could try Raku (https://raku.org/ https://raku.org/) which has nice functionality for building grammars.
After you know what you want to build, you could convert it to C, C++, or Rust to make it fast.
