Same approach could have prevented the cookie banner disaster: Simply require websites by law to respect user settings. Like the DNT header or an "Underage: yes" header and almost all such problems would not even exist. But obviously this is not what governments really want. They want control. They want to see people self-censor. They want the panopticon.
