Because of this, I tend to structure my business communications as "Sentence or five that best conveys what I want from (or want to tell) the reader, followed by the required background and/or supporting information required to understand the problem being described, or justify the request being made.". However, you can't do much of anything to deal with people who stop reading at the first sentence or question. Those folks are hopeless.
