My grandfather worked on Soviet radio beacons in the far north of Siberia. He used to tell stories about the face tattoos being a very important religious and status symbols. Supposedly only the most beautiful women were allowed to have them. Altai is pretty far from the north; it's interesting to see how this tradition spread through the region.
