Safety is taken seriously in Finland, but that is not normal behavior, I don't know of anyone who would call the police in that situation. Sounds more like some kind of 'virtual signaling' after a few beers or other kind of awkward behavior in an unfamiliar social situation where there were visitors from abroad. Or just being a karen like someone else suggested (and got downvoted), but anyways not normal. Source: me, a Finn living in the Helsinki region.
