Several people pointed out pre-built binaries linking libraries they don't ship. Yeah that is a problem, I was only thinking of open source that can be easily recompiled. And AFAIK glibc provides both functions, you can chose which one you want via compiler flags (-D_FILE_OFFSET_BITS=64 -D_TIME_BITS=64). So a pre-built program that ships all its dependencies except for glibc should also work.
