There is software maintenance when you are building on quicksand, as you frequently are if you are writing web apps, mobile apps, etc. The continuous technical churn of the underlying platform (which you typically have to accept because it cannot be separated from essential platform security updates and bug fixes) causes a continuous maintenance burden in order for your own software to simply maintain existing functionality and stop things from breaking. I also consider typical bug fixes to be maintenance since it isn't changing the feature set but is making it work as intended (and usually as expected by users.)
