Exactly. I worked for both public and private sector clients. For departments/companies of the same size, there is no difference in attitudes and behaviour. People seem to percieve a difference, but that is mostly because they compare big gov depts to smaller private companies, not equivalently sized enterprises. For small companies, they just look at the "winner"'s operation, not including the "waste" of the other 39 "losers" that failed.
