This is everywhere in the EU. The Dutch government put out an RFP for MS Outlook licenses. RFPs are supposed to be vendor neutral, so I don't understand how an RFP for something that only a single company sells can be vendor neutral. They outsource all their email, but they don't put out RFPs for "email". MS is burrowed so deep into EU governments good luck getting them out.
