That seems to be the major mis-step in trying to structure the government to be secure from capture; obviously the whole experiment was new so they can be forgiven for not addressing it. But we know now, and would be well-served to identify how to restructure things if given the chance. Unfortunately, the coup by the current regime seems to have been successful and it's going to have to get a lot worse before it blows up and we get something different.
