We saw that during the wikileak story when visa prevented Europeans to give to the org despite the fact it was perfectly legal to do so on their soil. Just like data handled by an Apple device is not really your data since they can prevent you from doing what you want with it, money handled by Visa is only your money until they don't like what you do with it.
