This is correct. Many (not all) machines with Windows 7 or greater OEM licenses will install Windows 11 without asking for a key. And when they do need a key, I use refurbisher/reseller keys that are pretty cheap to get and while they might be gray market, they are much more legal than using an LTSC key on a non-LTSC device.
