I totally get that, everyone has their own needs! But again, yeah, there are thousands of bus stops just in Tokyo. Just out of my memory, I can think of 5 bus stops (different lines) within 3 minute walk of my place. I don't think it would be feasible to put infrastructure for every single one of them. with seats and covering, so my assumption is simply impossible to maintain. All major stations, stops and etc. that I can think of have them though.
