do you have a previous community edition installed? I ran into this than scanned up and saw some warnings about clearing your environment vars & re-sourcing your profile so it no longer points to the old QLIC/QHOME

Nope - fresh install.

  I tried on a development machine last week and also saw a licensing error. Testing again today it looks like this has since been fixed.
