There are waterless methods of cleaning solar panels. TPV Thermo-Photovoltaic (TPV) cells generate some energy from infrared (heat). Regular PV cells waste the heat difference. The Shockley-Quiesser limit is only conjectured to be applicable to single-junction cells.
