It's a rhetorical slogan coined by Woodrow Wilson, and his idea of "self determination" came from growing up as a racist southerner who felt the South should have been allowed to self-determine a continuation of chattel slavery. How this has anything to do with the immigrants in my city trying to live normal lives, perhaps you can explain.
