Ah I see what you're saying, although now that I think about it that actually is a very good argument for Apple not reviewing apps at all. By trying to moderate all of the iOS software Apple takes responsibility for it and becomes liable, this doesn't just mean no medical apps but it also changes what's allowed with communication apps for example (and many more.) It's really just a terrible way to run things. Just let people do what they want, this makes no sense.
