In the Linux world, many organizations and projects share power; there is not the same focal power on having a consistent end user OS (dependencies, configuration). Declarative and deterministic build systems at the OS level allow different groups to package their subcomponents reliably. As various configurations get socialized, it gives choice to tradeoff between customization and popularity/vetting.
