I consider this to be a bug. I want to view HDR content with brightness differences scaled in a way that the maximum value barely, if at all, exceeds the set display brightness. The fact that it just goes full 1600 nits blast when you view a video from a sunny day is a terrible UX in most cases and it’s the reason why I have HDR turned off for video recording, even though I might miss it later. To make matters worse, it also applies to 3rd party views.
