Doesn't being able to only handle a single layer of abstraction as long as it is well defined and isolated essentially mean it can't handle abstraction at all?

Doesn't being able to only handle a single layer of abstraction as long as it is well defined and isolated essentially mean it can't handle abstraction at all? Aren't the layers the point of abstraction?
