If I had to guess...they're going to implement some system that works on the air-gapped military infrastructure. As for exactly what? Could be for compiling data / generating reports / updating those pesky matlab files / what have you. When you work in defense, you have the option of rolling out heavily modified systems yourself, or go directly to a vendor, and purchase it from them. And depending on the size, it might not be feasible to do the former one.
