If I read TFA correctly, Biden was sworn in privately earlier and thus was president. Rice wasn't though.

- redrobot5050 18y agoBiden was sworn in publicly, at 11:45am. Its the part where Joe Biden is talking right before he turns around, shakes Obama's hand, and kisses him on the cheek. (Super awesome).
