The problem is that at some point you're always going to be subject to at least one country's laws, and at some point those laws will conflict with those of another country, even within the EU. Going on-prem is probably the safest, but you're still at risk of physical search and seizure as well as being subject to pressure placed on your ISP to cut you off if someone really wants it done.
