Nonsense. Upgrading python using standard tools does not regularly require OS upgrades. asdf, rbenv or various other tools will happily pull in new releases from their ecosystems. Go requires macos from 2016 or kernel 3.2 which I think is over a decade old. I can't find any limit for jvm 25, though I'm sure there is one. No competently-built tool requires OS upgrades like xcode.
