Locally, going from where I live in Massachusetts to Manhattan only makes sense because I'm going to Manhattan where I don't need/want a car and Amtrak has a south suburban station I can go to. (And even then it's marginal because it's basically an hour in the wrong direction but I hate driving into Manhattan.) Downtown to downtown is great if you live and want to go to downtown which is sometimes true but not always.
