1. Please don't say "Huh?", you know what the person is talking about. You don't need to feign that their argument is so stupid it befuddles you. 2. Off-shoring didn't go away, sure, but it's pretty costly because you have to constantly translate culture differences, time differences, etc. Also reading code is harder than writing it, so just dumping more people to write code doesn't help much.
