I tend to think fascism loosely as a lack of deeper ideology with just a goal of obtaining and holding onto power. This view captures nicely populist movements whose ideologies fit to short slogans and don't usually hold much water. Their leaders are never visionaries beyond how to get elected and staying in office, even if it means undermining democratic processes and institutions.
