I like doing things on the cheap so I think you should prototype your software on something of comparable size to the device you want and see if it's even usable before you dive into a bunch of hardware. If you want to work with something you might have sitting around, you can do stuff with a Linksys Router. It won't have a touchscreen, but you could mock up some web pages for what you want and get a pretty good idea if it's going to work.
