I think it's more disinformation campaigning/fear-mongering that they are doing a very bad job at, and imo, because the very thing you stated: How exactly would China wage war with the US (besides nukes)? You can catch it in the comments on this site sometimes; there will be a vaguely article related comment about the coming war between US and China. It's very strange/odd to run across and not subtle at all.
