Honestly I'm not sure that was ever true, but it is funny.
- eli_gottlieb 1y agoCongress does have the exclusive power to declare war, but they've delegated that over the years with various authorizations for the use of military force or for police actions.
- fakedang 1y agoCongress is responsible for all formal declarations of war. I think it was Truman who started the concept, but JFK who truly exploited it.
