Predictably, there has been lots of speculation about where the money goes. It's one of the favorite topics among conspiracy theorists. This claim about $21 trillion is from Catherine Austin Fitts¹. She is a pretty interesting character who seems smart and informed but many of her claims seem like fantastical (dystopian) conspiracy theories.
