Just make them finish out the year doing paper work with no chromebook (or some other long term inconvenience that teaches them that if you break things they go away and it sucks not having them) and call it good. I'm far more worried about kids thinking it's ok to use the jackboot to solve petty problems that arise out of dumb trends or thinking that it's ok for government institutions to threaten people with unreasonable consequences for things.
