1. Yes. 2. I'm open to drawing a line based on whether the primary purpose of a device is running programs. A car with no user-facing computers is still a car, a fridge with no computers is still a fridge, a modern phone with no user-facing programs is a worthless paperweight. Like... the fact that we call them "phones" is just a historical accident at this point, but that's not what our handheld computers really are, at least not primarily.
