I cant see how it was legaly implimented in the first place, as parents have a duty to monitor there childrens behaviors, and guide there interactions.Secret hotspots, totaly bypass there involvement, but leave them responsible for outcomes. There is a general problem with school and town councils running amuck along with other government agencys and essentialy atempting to instutianalise people in there own lives and homes. More defunding and pruning, is in order. I'd down vote myself, but alas I must defer that task.
