Just wondering, how long one has to declare themselves a donor before being able to receive priority. Too soon and one could game it for when they need an organ. Too late, and well, too late. Also waiting for an organ can take many months which adds to the puzzle.

I think it makes sense to prioritize also by how long someone has been a registered donor, but then you've got to make sure not to disadvantage young adults. Maybe you build up priority over a period of 5 years? There's probably a dozen other factors that you should also take into account, and that I'm sure doctors are already taking into account (like life expectancy, quality of life, compatibility, etc). But I see those as implementation details that can be worked out by the experts.
