This reminds me of the other big revenue-farming issue in driving which also masquerades as public safety: traffic light cameras. IIRC, there were cases of municipalities shortening the duration of the yellow light to below legal limits in an attempt to increase ticket revenues, and increased numbers of rear-ending accidents due to drivers stopping suddenly to avoid running the red & getting a ticket.
