Most of this pantomime is also illegal or unconstitutional. For example you can't pass a law or regulation that targets one person or entity. But it'll take a long time to litigate everything because the DoJ and congress have been rooted.

Such a law cannot direct punishment or assign guilt to a particular individual or entity without a judicial trial, or it would violate the Bill of Attainder clause, but laws doing other things that apply to a specific named individual or entity are (unless they violate some other provision) Constitutional; in fact, in some cases they are necessary to satisfy other Constitutional rules.
