Are they just blaming the language for the code quality? If you are maintaining someone else's rapidly developed code, on a site with over 100 million users, then it's not exactly going to be easy is it? If they had developed it slowly in Java, say, over 10 years then the programmers might be happier but the site would have been too late to the market and lost.
